Brazzaville meeting on governance priorities

Brazzaville, Jan. 13 (ACI) — The United Nations system in the Republic of the Congo has reiterated its readiness to support the National Commission for Transparency and Responsibility in the Management of Public Finances (CNTR) as it works to implement its action plan.

The message was restated on January 12 in Brazzaville by the UN Resident Coordinator, Abdourahamane Diallo, during a meeting framed as part of a stronger institutional consultation dynamic between the two sides.

Transparency and accountability at the center

During the discussions, the UN team and the CNTR reviewed what they described as major economic governance challenges. The agenda covered the promotion of transparency, the strengthening of public accountability, and efforts to prevent and address corruption.

Both parties also emphasized the importance of consolidating institutional cooperation between the CNTR and the UN system in Congo, with a shared focus on practical coordination around governance priorities.

‘The UN House is open,’ Diallo says

“The UN House is open; it is an obligation and a duty for us to meet all the actors who drive the development roadmap in Congo, especially at the heart of governance,” Abdourahamane Diallo said during the exchange, according to ACI.

His remarks positioned the meeting as a working moment with national institutions involved in the country’s development agenda, with governance presented as a central pillar for results.

UN cooperation framework 2020–2026: governance pillar

Diallo recalled that, under the 2020–2026 cooperation framework, the UN system’s Pillar 1 focuses on governance, including in sectors such as education, health, and economic diversification.

In that context, he underlined that transparency, accountability, and the management of public financial resources remain important issues, linking the CNTR’s mandate to broader development priorities.

CNTR strategy 2025–2029: two core directions

For its part, the CNTR presented the main directions of its 2025–2029 Strategic Plan, structured around two fundamental axes, according to information shared during the meeting.

The first axis is to position the CNTR as a national reference institution for transparency and responsibility in public finance management by 2029. The second axis is to strengthen and improve the normative framework for transparency and responsibility within public administrations.

Action plan support and the role of UN agencies

Diallo also pointed to ongoing support linked to the preparation of the CNTR’s 2025–2029 action plan. He indicated that this work has been carried out with the government’s involvement and under the leadership of one of the UN system’s agencies, particularly UNDP.

He added that the action plan is expected to be implemented soon, presenting it as a concrete step that can translate strategic orientations into measurable activities.

CNTR needs: technical expertise and resources

CNTR President Joseph Mana Fouafoua said the Commission needs both financial and technical partners to fully carry out its mission. “On the technical side, we need experts to be able to fulfill our five missions, which are in the law that created the CNTR,” he said.

He also noted that UN institutions could help complement the CNTR’s financial resources to support the execution of those missions, framing the request as part of an operational approach to deliver on the Commission’s mandate.

What the CNTR is and why it matters

The CNTR is a national institution created under Law 18-2019 of May 24, 2019, with the stated goal of contributing to the promotion of good governance in public finances in the Republic of the Congo, ACI recalled.

For many citizens, the conversation around transparency and accountability connects directly to everyday expectations: public services that function well, public spending that is clearly explained, and institutions that coordinate effectively to deliver results.

What to watch next for public-finance governance

The next milestone signaled in the meeting is the upcoming implementation of the CNTR action plan for 2025–2029, aligned with its strategic orientations and supported through cooperation channels highlighted by the UN Resident Coordinator.

For observers of public-finance governance, the key element will be how technical support, expertise, and resources are organized in practice, so that the CNTR can operationalize its five missions as set out in the founding law.
